Nearly 20 years after the T&T blowouts, 26.5 miles of the Cheat River main stem, from Pringle Run to Cheat Lake, are slated to be removed from the state's list of impaired waters for pH impairments. What an accomplishment! AMD restoration work in the Cheat watershed was also highlighted in the June episode of WVDEP's Environmental Matters program. Attached please find a conceptual diagram showing a proposed CLEAR Observation Deck off the Cheat Lake Trail, above the CLEAR Dock near the Cheat Haven Hiking Trail. This Deck is 12 feet wide with a 10 foot long section on land and three 10 foot sections extending out above the Lake. Initially, we may only be able to build two of these three. Now is the time to ask questions, make suggestions, and/or give your approval. Next, we will review the plan with a couple builders, to get a price and possible schedule. To do that, the company wants to speed up the sale of some assets it acquired in a merger with western Pennsylvania-based Allegheny Energy. Allegheny plants powered by water, known as the company’s “hydro fleet,” were being studied for sale in 2015, FirstEnergy said. James F. Pearson, senior vice president and chief financial officer, said the moves are aimed to “improve the balance sheet, enhance liquidity and maintain investment grade credit metrics.” The debt reduction will take place at subsidiaries called FirstEnergy Solutions and Allegheny Supply, the company said. “The assets we intend to sell are primarily our competitive hydro fleet, which includes nearly 1,180 megawatts that were initially in our plans to be sold in 2015,’’ he said. The plants, powered by water, were picked up during the company’s merger with Allegheny Energy and are located in Pennsylvania, West Virginia, Maryland and Virginia. The utility company and parent company of Ohio Edison also said it would: • Retire a combination of both tax-exempt bonds and taxable debt to achieve the debt reductions. • Work to refinance short-term borrowings with long-term debt. • Work with banks to extend the maturity of existing credit facilities totaling $5.5 billion for an additional year to 2018. • Consider another program valued at $300 million to further strengthen its balance sheet. These steps would help with growth initiatives the company has, including transmission expansion plans, company President and Chief Executive Officer Anthony J. Alexander said. He cited several plans to increase the capacity at some of its nuclear plants through new turbines, including upgrades this year at both Perry and Beaver Valley 2 or Beaver Valley 1. FirstEnergy said its net income for the full 2012 year was down 11.3 percent to $771 million, or $1.84 per share, compared with $869 million and $2.21 per share in 2011. The company reported a net loss of $148 million, or a loss of 35 cents per share, in the fourth quarter of 2012. That compares with a net income of $99 million, or 23 cents per share, the same period a year ago. The company said it had an annual adjustment for what it called “pension and other post-employment benefits actuarial assumptions,” which reduced fourth quarter 2012 earnings by 91 cents per share, resulting in the loss for the quarter. Spokeswoman Tricia Ingraham said the company changed an accounting method in early 2012 to “recognize gains and losses in those plans in the year they incurred instead of amortizing them over time.” This was the second time the company took the charge, which it will take annually, she said. In 2011, the 74 cents-per-share adjustment “was more than offset by a one-time gain from the sale of non-core assets.” The company also reaffirmed its 2013 earnings guidance of $2.85 to $3.15 per share. The initiative to declare a day of happiness came from the Kingdom of Bhutan -- a country with a Gross National Happiness Index. Bhutan promotes the concept that sustainable development should take a holistic approach towards progress and give equal importance to non-economic aspects of well-being. It's a big idea from a tiny, landlocked country in the Himalayas. The term "Gross National Happiness" was coined in 1972 by Bhutan's fourth Dragon King, Jigme Singye Wangchuck, according to the wiki. UN Secretary-General Ban Ki-moon notes, On this first International Day of Happiness, let us reinforce our commitment to inclusive and sustainable human development and renew our pledge to help others. When we contribute to the common good, we ourselves are enriched. Compassion promotes happiness and will help build the future we want. The U.S. Constitution acknowledges the right to the pursuit of happiness. Positive News website reports: A raft of events and activities will take place on 20 March 2013 to mark the day itself. There is the Happy Lunch event in Brussels, for example, or the thought-provoking Economics of Happiness conference in Australia. Those in Washington DC can expect a flood of happiness when the free hugs flashmob takes over, and passers-by at London's Liverpool Street train station will be inspired by groups of people holding up boards and banners with positive messages written on them. One of the most ambitious events is the launch of Happathon, a 12-month effort to crowdsource a new definition of wellbeing and what makes people happy. The project will then create the digital tools to use this information to drive global contentment and build a new economy based on a more holistic sense of value. Action for Happiness notes that it is a movement for positive social change. We're bringing together people from all walks of life who want to play a part in creating a happier society for everyone and offers 10 Keys to Happier Living. A belated thanks to all who came out for our community celebration last Thursday. Following a short trail walk and photo opportunity, over 80 people gathered at the Jordan Building on Penn Street to celebrate the receipt of a $120,000 grant that will allow design and remediation work to begin on the Sheepskin Trail from the West Virginia state line to the Cheat River Bridge in Point Marion. Fayette County and the National Road Heritage Corridor have partnered with elected officials and other organizations to secure the grant from the Richard King Mellon Foundation. Fayette County Commission Chairman Al Ambrosini said that the county is now poised to earmark $30,000 from its portion of the hotel tax fund toward the additional $150,000 needed to construct the trail. Construction is scheduled to begin in 2014. Local residents and trail supporters can contribute to trail construction by sending donations to the National Road Heritage Corridor, 65 West Main Street – Suite 103, Uniontown, PA 15401. Make your tax deductible donation payable to NRHC and in the memo area write Sheepskin Trail. Community support is essential. This money can be used to secure matching grants from government and private organizations. Please help bring the Sheepskin Trail to Point Marion. After 20 years of work from many dedicated volunteers, the wait is almost over! Mark your calendars for Saturday, March 23, and KEEP PENNSYLVANIA CLEAN. Come to the Point Marion Community Park anytime from 9AM to 1 PM to pick up trash bags and gloves. Then spread out through the borough to pick up trash on public streets and along the old rail corridor (or the new Sheepskin Trail!). Refreshments will be served at the park at 1:00.
