For these events, residents are invited to come and discuss their concerns about local, state and national issues. (Locations and times for these events are at the end of this email.) *Mountain State Spotlight* is an independent news organization that shares findings from investigative reporting through their newsletter, social media and website. https://mountainstatespotlight.org Previous listening events have been conducted in other WV counties. In 2024, *Mountain State Spotlight* teamed with the Huntington LWV to gather and report on the concerns of Cabell County residents. Announcing Launch of 2025 LWVWV Legislative Scorecard

Ball, PhD, MPA Co-President, League of Women Voters of West Virginia Chair, League Legislative Action Workgroup (LLAW) 240-997-1222 LWVofWV(a)gmail.com League of Women Voters Releases 2025 WV Legislative Scorecard for 24 Bills Morgantown, WV: The League of Women Voters of West Virginia has published its Legislative Scorecard for the 2025 West Virginia legislative session. This Scorecard compiles the votes of all senators and delegates on 24 bills that became law. These 24 bills are significant to the LWVWV because they directly relate to key LWVWV priorities in four policy areas: strengthening democracy, safeguarding equal rights, protecting children and families, and creating a sustainable future. Voter service is a principle mission for the League. The Legislative Scorecard is designed to inform voters and to hold legislators, regardless of party, accountable for their votes on League priorities. This information is particularly important as voters begin to prepare for the 2026 election cycle. “This is our third year producing a Legislative Scorecard, and we continue to refine it based on feedback from voters,” says Judy Ball, Co-President of LWVWV. “This year, we’ve eliminated the Summary Detail section to improve clarity and, for the first time, included the state budget bill in our analysis of bills to include.” When the Legislature adjourns from each regular session, production of the 2025 LWVWV Scorecard represents a significant undertaking — reviewing all 243 bills that became law from the 2,460 bills introduced during the regular session. Although LWVWV priorities and positions are the focus of the Scorecard, voters who disagree with those positions may still find the Scorecard useful because each bill is presented with full transparency. Whether the League supported or opposed each bill is clearly noted. Bills included in the Scorecard are selected without regard to their sponsors or votes for or against. For more information, every bill is linked to its legislative history on the WV Legislature website. “The inclusion of HB 2026, the state budget bill, marks an important shift in our Scorecard this year,” said Ball. “The League opposed this bill not for what it included, but for what it failed to include for protecting children and families in our state. Then, the Governor’s 29 line-item vetoes significantly altered the budget passed by the Legislature. Voters deserve to know how their representatives voted on this critical legislation.” Two additional bills addressing supplementary appropriations (HB 3356 and HB 3357) would have been included in the scorecard but for the League’s practice of not incorporating such measures. The LWVWV opposed both bills under its priority of protecting children and families. “Once again, our Legislature failed to address many of the critical challenges facing West Virginia families,” Ball concluded. “Issues like the ongoing childcare crisis, adequate Medicaid funding, strengthening public education, expanding voting access, combating discrimination, support for equal rights, providing family leave, supporting evidence-based substance use disorder treatment, and protecting our environment — all those remain unresolved.” The LWVWV Legislative Scorecard for 2025 is available in a searchable format at LWVWV.org <http://lwvwv.org/>. ### The League of Women Voters is a nonpartisan volunteer organization that encourages informed and active participation of citizens in government. *BREAKING NEWS, June 28, 2025*: The League of Women Voters national Board has announced the adoption of the new League position on the Federal Judiciary. The Federal Judiciary position was adopted using the League's long-standing practice of grassroots study to arrive at member understanding and agreement. 321 Leagues representing 45 states and the District of Columbia participated in the study. *All three local Leagues and the State League of West Virginia participated.* This position is now part of the League's official public policy positions and is available as a supplemental PDF document. It will be folded into the next edition of *Impact on Issues*. Attacks on WV Immunization Law -- IT'S NOT OVER

Now, the Governor is trying an end-run with an 'Executive Order' to require school systems to provide religious or 'philosophical' exemptions to vaccinations, CONTRARY TO STATE LAW. The State Board of Education will discuss immunization policy at its May meeting — WEDNESDAY, MAY 14, @ 10 A.M. HOW YOU CAN HELP: 1) If you can, attend the meeting — BUILDING 6, SUITE 600, STATE CAPITOL. 2) Please send an email to the State Board of Education (ask that it be read aloud at the meeting) asking the State Board and Superintendent to uphold and enforce our present immunization requirements for school children with medical exemptions only. That’s state law. Send your letter to: christy.day(a)k12.wv.us Some suggested talking points: 1. With outbreaks of preventable diseases in other states — and multiple associated deaths — it's more important than ever for WV to protect our school children and the school personnel who teach and care for them. 2. The State Board needs to remain faithful to enforcing existing immunization law. 3. The Superintendent has our full support in enforcing existing law. 4. Include any personal experiences you've had with any of the diseases that are part of the standard immunization protocol for school children.

[image: lwv msn logo.png] OPPOSE HB 3016, another voter suppression and discrimination bill. On the MARCH 4, 10:00 am ET agenda of Legal Services, a subcommittee of House Judiciary (legal.services(a)wvhouse.gov and judiciary(a)wvhouse.gov) 🛑HB 3016 eliminates from WV’s long list of voter ID options all the IDs without photographs. 🛑HB 3016 requires non-citizen status to be identified on state-sanctioned photo IDs issued for purposes other than voting. Historically, badges such as the ones described in this bill have been used to segregate an unfavored group from the rest of the population and reinforce their inferior status. Under new House rules <https://blog.wvlegislature.gov/house-floor-session/2025/02/12/23370/>, each bill is considered over two days in each of its committees or subcommittees. Senate contacts: https://wvecouncil.org/wv-legislature/senate/ SB 299 will be up for a vote by the full Senate later this week along with SB 154. 🛑 SB 299 denies access to necessary gender-affirming healthcare. (On first reading March 4) 🛑 SB 154 prohibits instruction about sexual orientation or gender identity in public schools, and it requires notification of parent/guardian if a student requests an accommodation related to gender identity. This puts a child’s safety at risk. (On second reading March 4) … House contacts: https://wvecouncil.org/wv-legislature/house/ SB 460 hasn't come up for Mark Up & Passage in House Health ( health(a)wvhouse.gov) yet, but it could be back on the agenda at any time, possibly this week. 🛑 SB 460 will relax WV’s first-in-the-Nation childhood vaccination standards. At least one child has died from a current and growing measles outbreak in Texas, which has lax vaccination standards. 🛑 HB 2400 prohibits distribution of absentee ballot applications—public documents. The bill is parked on the inactive calendar because its provisions have been amended into HB 2117 parked on the inactive calendar. 🛑 HB 2117 changes date for mail-in ballots to be received by clerk, and after being amended in committee, prohibits distribution of absentee ballot applications. HB 2117 is on first reading March 4. … Legal Services, a subcommittee of House Judiciary ( legal.services(a)wvhouse.gov and judiciary(a)wvhouse.gov), is advancing: 🛑 HB 2382, a statewide camping ban, which will criminalize homelessness under the guise of protecting public health. A similar ordinance is on the ballot for repeal in Morgantown’s city election in April as a result of a citizen petition. House Education (education(a)wvhouse.gov) has on its March 3 agenda: 🛑 HB 2187, to permit teachers in elementary and secondary schools to carry concealed firearms, stun guns, and tasers. Under House rules, each bill is considered in committee over two days. This is day one for HB 2187.
